A survey was sent by the Wisconsin Office of Justice Assistance to all county jail administrators in July 1995 to assess what jails were doing to address adult inmate rehabilitation needs.
Abstract
Jail staff were asked questions about 19 program types in four general categories (alcohol and drugs, criminal behavior, education and employment, and religion), jail program evaluations, and jail population descriptors. Of 72 county jails in Wisconsin, 67 responded to the survey. Although some jails offered few programs formally, inmates were often allowed to participate in community programs provided by other agencies and organizations outside the jail. Program participation inside and outside the jail was allowed by court order as a condition of probation or, in some cases, by inmate self-referral. Of the 67 responding jails, 64 formally offered a religious program, the most common program identified. The least common formal programs were jail industries or workplaces and on-the-job training outside the jail. 20 tables
