This report evaluates Holy Cross House, a juvenile prerelease facility located in Wisconsin, and providing job placement, counseling, and training in social skills for juveniles scheduled for release from secure detention at the Ethan Allen School (EAS).
Abstract
Data were collected from client records,budget information, and interviews with Holy Cross and EAS staff. Placement of an EAS resident referred to Holy Cross House involves screening at several levels and pre-placement visits by the resident to Holy Cross. The resident occupancy rate at Holy Cross House increased from 24 percent for the first six months of operation (April - September 1979) to 88 percent for the following 7 months. For the same periods, client cost for resident occupancy decreased from $284.00 per day to $92.00 per day, while client cost per day for total occupancy decreased from $227.00 per day to $86.00 per day. Nevertheless, of 24 residents placed at Holy Cross during the period covered by this report, 14 failed to complete the program, and only six completed it. Four juveniles were still in residence on April 30, 1980. If the present dropout rate continues, it may be advisable to consider an alternative program with a more fully developed career/vocational component with monetary rewards as the primary incentive for participation.
