A committee established by the Wisconsin legislature to examine future prison populations and the impact of sentencing and correctional policies concluded unanimously that additional prison beds should be constructed soon and that intensive efforts are needed to develop intermediate sanctions, especially for nonviolent property offenders.
Abstract
The panel proposes a program to deal with the current prison overcrowding, avoid the costs of extensive future prison construction, assure public safety, and respond more effectively to nonviolent property offenders and other offenders. Therefore, the panel recommends immediate addition of 750 prison beds, planning for the possible construction of an additional correctional facility with 500 to 1,000 beds, and active efforts to develop intermediate punishments such as boot camp, shock incarceration, house arrest, electronic monitoring, and intensive supervision. Figures and appended background information and descriptions of programs in Delaware, Alabama, and Michigan are included.
