Abstract
THE MAJOR IMPORTANCE OF THESE FINDINGS IS FOUND IN THE OBSERVATION THAT POOR COMMUNITY-POLICE AND POLICE-COMMUNITY RELATIONS COMPOUND THE PROBLEMS OF SOCIAL CONTROL AND EFFECTIVE LAW ENFORCEMENT.
