WHITE COLLAR CRIMES IN A NUCLEAR FACILITY, DISTINGUISHED BY MISUSE OF A SYSTEM, THE DECEPTION OF THE VICTIM, AND ASSISTANCE BY AN IGNORANT VICTIM, IS PARTICULARLY DANGEROUS SINCE SECURITY SYSTEMS CANNOT DETECT IT.
Abstract
THE NEED FOR EFFECTIVE AND EFFICIENT SYSTEMS TO PROTECT NUCLEAR MATERIALS AGAINST DELIBERATE MISUSE IS RECOGNIZED BY BOTH GOVERNMENT AND INDUSTRY. THE COMPREHENSIVENESS AND OVERALL BALANCE OF SECURITY SYSTEMS IS QUESTIONABLE BECAUSE OF THE FAILURE OF SUCH SYSTEMS TO ACCOUNT FOR THE POSSIBILITY OF THEFT OR SABOTAGE BY NONPHYSICAL MEANS OR BY GUILE AND DECEPTION. ADEQUATE CONSIDERATION HAS NOT BEEN GIVEN BY DESIGNERS WHO FOCUS THEIR SECURITY EFFORTS ON THE THREAT OF OUTSIDERS OR LOWER-LEVEL PERSONNEL. THE ABSENCE OF DOCUMENTED EXAMPLES OF THEFTS OR DIVERSIONS BY HIGHER-LEVEL PERSONNEL CREATE DIFFICULTY IN DESIGNING A COUNTERTHREAT SYSTEM. PROTECTIVE SYSTEMS MUST ASSESS THE POSSIBILITY OF INADVERTENT ASSISTANCE OF THE CRIMINAL, AND DETER SUCH CRIMES BY PROCEDURES SUCH AS THE INSPECTION OF DOCUMENTS FOR FORGERY AND OF PERSONNEL FOR DISGUISE. PROACTIVE MEASURES OF SECURITY SYSTEMS INCLUDE THE RANDOM INSERTION OF FALSE DOCUMENTATION INTO THE LICENSEE PAPER FLOW TO TEST DEFENSIVE CAPABILITIES. TABULAR DATA INDICATE THE MOTIVES SUCH AS REVENGE AND FINANCIAL GAIN WHICH PROMPT WHITE-COLLAR CRIME. REFERENCES ARE PROVIDED. (TWK)
