This chapter attempts to predict future developments in community service programs.
Abstract
The chapter considers several aspects of community service and their relevance to the future of the concept as well as some unanswered questions whose resolution may have important implications for the future of community service: (1) Determine the reasons why community service appears to be gaining the continued approval of sentencers and increased use; (2) If community service proves to have an enduring appeal to sentencers, determine why; (3) Determine whether the use of community service can go on expanding or will reach some natural plateau; (4) Determine the implications of continued growth for the organization of the probation service which administers the scheme; (5) Examine the key challenges for managers and practitioners in developing community service and the main weaknesses exposed by 20 years of experience; (6) Identify threats and opportunities for community service and attempt to picture what it will look like 20 years from now.
