This study focused on issues expected to define the scope of law enforcement field training programs by the year 2002.
Abstract
The author explored selection criteria for field training officers, the content of field training programs, and the structure of field training programs. Using the Fontana California Police Department as a sample police agency, the author formulated a futures study, a model strategic plan, and a transition management plan. He also considered trends that will impact field training programs, including such trends as the frequency of lawsuits related to training issues and the degree of confidence in the police. Events that would impact the trends were identified. These included the enactment of laws that restrict police powers of arrest and the decriminalization of some misdemeanor crimes. The impact of each event on other events and trends was assessed. Policy recommendations included enhanced qualification and selection criteria for field training officers; the development of measurement standards; and participation in basic training academy, Advanced Officer Training, and a mentoring program. The strategic plan contains concepts for organizing the delivery process and for managing anticipated conflicts. The transition management plan presents concepts for gaining acceptance and cooperation from personnel. Additional research is recommended. 9 tables, 20 notes, and a 43-item bibliography
