In examining future strategies that California law enforcement officers can employ to reduce the level of graffiti, this study concludes that graffiti prevention education in kindergarten through 8th grade is the best strategy.
Abstract
Study findings also call for tougher concurrent law enforcement policies, a "zero tolerance" position with all graffiti crimes prosecuted, volunteer citizen watch patrols, supporting legislation to control the availability of graffiti tools, and the development of intelligence networks. A model strategic plan details the implementation of the recommended educational strategy. Additional research into alternative ways for young people to gain attention is recommended.
