The future of random mandatory drug screening of public employees is examined in terms of current events and trends and possible future events that would affect the trends and issues.
Abstract
The five crucial trends that should be monitored into the future are the changing values of employees, court rulings, contract-mandated requirements for drug testing, the reliability of drug screening tests, and the available work force. These trends and possible future events were used to create three scenarios describing possible situations in 1992. The recommended course of action was to establish an ad hoc committee representing management, labor, and labor bargaining units to research the issue of drug testing and make recommendations about how to use the program in the organization. Eight implementation steps, together with a list of specific strategies for negotiations regarding the issue, are included in the recommendation.
