This manual is the operating guide for processing claims filed with the West Virginia Crime Victims Compensation Fund.
Abstract
The information provides the available knowledge regarding the methods and procedures necessary to ensure that each claim received will be determined in a just and efficient manner, in accordance with applicable laws and regulations. However, the procedures are not intended to substitute for the use of judgment. Individual sections explain intake procedures, including the handling of incoming documents, the creation of case files, and the routing of the file to an investigator; claims investigation, including verification of file contacts, contacts with law enforcement and courts, and preparation of findings and recommendations; and claims determination procedures. Additional sections explain claims determination, the handling of hearing requests, payment of claims, and restrictions applicable to Federal funds.
