Abstract
HE SEES A REVERSAL FROM THE REHABILITATIVE TREND WHICH WAS TENDING TOWARD DEINSTITUTIONALIZATION. HE DOUBTS THE EFFICACY OF INCREASED SEVERITY IN THE ADMINISTRATION OF CRIMINAL JUSTICE, AND SAYS THAT IT IS IMPORTANT THAT THE REHABILITATIVE IDEAL NOT BE LOST.
