A small development team, composed of members of industry and police agencies, was established to develop a structure and mission for the Northumbria (UK) Coalition Against Crime, a proposed umbrella organization to raise funds, direct resources, and monitor local crime prevention programs. The development team was to determine the objectives of such a coalition and necessary terms of reference, recommend a management structure, and determine membership and coalition manning levels and funding.
Abstract
The basic aims of the Coalition will be to support community-based crime prevention programs by involving all sectors of the Northumbria community, to reduce crime, and to impact positively on the fear of crime in order to promote a better quality of life in the area. This report describes in detail each of the organizational objectives, outlines a proposed coalition structure, and defines membership in terms of fees and duties. The responsibilities of Board and Executive Team members are also detailed. The report discusses the coalition's financial structure and systems that will be operated from funds raised from membership dues, sponsorship, crime concern, secondment of staff, good and services, and tax. Criteria for the application of funds and for evaluation of Coalition activities in direct crime prevention, indirect crime prevention, and education have been devised. Future actions and initiatives for funding such as those relating to business, general public, and children and young adults are also described. 6 appendixes
