THE FOUR COMPONENTS WERE PROGRAM PLANNING AND MANAGEMENT, UNDERSTANDING YOUTH AND THEIR PROBLEMS, PREVENTING YOUTH PROBLEMS AND JUVENILE DELINQUENCY, AND IMPROVING LAW AND THE JUSTICE SYSTEM.
