To identify the issues, characteristics, barriers, and needs related to vocational education provisions in Southeastern correctional institutions, a project was developed.
Abstract
Survey data was collected through a 100% sample of adult and juvenile correctional facilities in seven states. Study procedures utilized a combination of state level interviews, a general survey of institutions, and site visits to nominated exemplary programs. Issues identified as major topics of concern were (1) population served, (2) barriers and needs, (3) funding, (4) policy, (5) coordination and cooperation, (6) planning, (7) the organizational structure of the delivery system, (8) the character of existing programs, and (9) the nature of successful/exemplary programs. Major identified personnel needs included the need for counselors, additional vocational and academic teachers, special education teachers, reading specialists, and clerical support. Major identified programmatic needs included the need for a comprehensive follow-up system, a job referral service, and additional space. Furthermore, it was found that the character of vocational programs in terms of populations served, types of programs offered, the status of women, and entry requirements was highly similar to the rest of the nation.
