MINIMUM STANDARDS FOR VIRGINIA'S JUVENILE CORRECTIONS FACILITIES ARE PRESENTED.
Abstract
IN VIRGINIA, A LEARNING CENTER IS A MULTISERVICE INSTITUTION THAT PROVIDES TREATMENT, CARE, AND CUSTODY FOR CHILDREN COMMITTED TO THE STATE BOARD OF CORRECTIONS. THE STANDARDS ARE INTENDED TO SERVE AS A GUIDE FOR THE DEVELOPMENT OF PROGRAMS AND OPERATIONAL PROCEDURES IN THE CENTERS. FOUR CATEGORIES OF STANDARDS ARE INCLUDED: ADMINISTRATION; PHYSICAL PLANT; CARE AND TREATMENT; AND STUDENT RIGHTS, PRIVILEGES, AND RESPONSIBILITIES. ADMINISTRATIVE STANDARDS DEAL WITH ORGANIZATIONAL AND ADMINISTRATIVE STRUCTURE, FISCAL MANAGEMENT, PERSONNEL PRACTICES, METHODS OF CONTROL AND SECURITY, STAFF TRAINING AND ORIENTATION, STUDENT ADVISORY COMMITTEES, VOLUNTEER SERVICES, EMERGENCY CONTINGENCY PLANS, AND TRANSPORTATION. PHYSICAL PLANT STANDARDS COVER MAINTENANCE STAFF AND ROUTINE, SAFETY, ADMINISTRATIVE OFFICES, GROUNDS, STAFF QUARTERS, HOUSEKEEPING, AND SANITATION. CARE AND TREATMENT STANDARDS ARE SET FORTH RELATIVE TO THE FOLLOWING: LIVING UNITS; SOCIAL SERVICE STAFF, PROGRAMS, AND FACILITIES; MEDICAL SERVICES; EDUCATION; CHAPLAINCY SERVICES; FOOD SERVICE; CANTEENS; AND RECREATION STAFF, PROGRAM, AND FACILITIES. STUDENT RIGHTS, PRIVILEGES, AND RESPONSIBILITIES ARE DEFINED RELATIVE TO PERSONAL ARTICLES AND MONEY, HAIR GROOMING, LAUNDRY, DRESS, FOOD, VISITS, MAIL, SMOKING, DUE PROCESS PROCEDURES, TELEPHONE CALLS, EMPLOYMENT, FURLOUGHS, AND RELATED MATTERS.
