Abstract
The Violent Juvenile Offender Program, Part II will test a program model designed to prevent and reduce violent juvenile crime by enhancing the ability of neighborhoods to control and supervise the behavior of resident youth. This manual is to be used by staff throughout the project's life to help ensure the effectiveness, coordination, and consistency of project services. It outlines the purpose, goals, theoretical framework, and program design for the Violent Juvenile Offender Initiative and provides an overview of the training and technical assistance design, which is intended to assist selected groups in planning and implementing local projects in accord with the national program design. Activities of the training and technical assistance work plan are detailed. Remaining sections of the manual contain written materials to facilitate the delivery of training and technical assistance, staff development plans, and information on the monitoring and evaluation of training and technical assistance activities.
