In Victoria, Australia, allegations of police misconduct and complaints against police are handled by the Internal Investigation Department, the Police Discipline Board, and the Police Complaints Authority.
Abstract
Except for minor disciplinary problems, line officers are not permitted to investigate allegations against their own officers. Enacting legislation delineates conditions under which investigations should be conducted and by whom, and the roles of the investigative bodies. The internal investigation department consists of six investigative units, a technical unit, a proactive internal security unit, and administrative personnel. The Police Complaints Authority is closely involved in the investigation of serious complaints and in matters of public interest. It also reviews police investigations of policies and procedures in some instances. Differences between the Victorian and South Australian models for investigating complaints against police are noted. Appendixes provide additional information on investigatory agencies.
