Abstract
ARGUMENTS 'FOR' INCLUDE THE IMPOSSIBILITY OF ELIMINATING CRIME, CITIZENS WOULD BE MORE LIKELY TO COOPERATE WITH POLICE, EXISTING REMEDIES FOR VICTIMS ARE INADEQUATE SINCE WE SPEND SO MUCH ON REHABILITATING CRIMINALS, WHY NOT SPEND A LITTLE ON VICTIMS? ARGUMENTS 'AGAINST' INCLUDE: IT IS NOT THE GOVERNMENT'S RESPONSIBILITY; TOO EXPENSIVE; AND SUCH A PLAN WOULD ENCOURAGE FRAUD.
