Data on police pursuits conducted by police in Troy, Michigan, between 1986 and 1993 were analyzed to determine the effect of a policy implemented in 1986 that included a set of procedures designed to restrict and control pursuits.
Abstract
The policy provides restrictions and guidance. It also prescribes tactics and assigns responsibility for pursuit management. A pursuit report must be filed at the conclusion of each pursuit. The report is reviewed at each level of supervision and management so to aid the ongoing review of the policy. The analysis focused on the policy's effect on public safety, including traffic accidents, property damage, and injuries and on apprehension and prosecution of typical fleeing motorists. The analysis revealed that the policy has been effective. It has changed police officer performance, reduced the number of pursuits resulting from minor law violations, and forced the use of alternative methods of apprehension while preserving effectiveness. Ultimately, public safety has been enhanced. Figures and appended procedures, forms, and tables
