THEORY THAT TODAY'S POLICE OFFICERS SUFFER FROM CONFLICTS BETWEEN PROFESSED AND PRACTICED VALUES; BETWEEN HOW THEY WANT TO BE VALUED AND HOW THEY ARE VALUED; AND BETWEEN THE ROLE THEY MOST VALUE BUT LEAST PERFORM.
Abstract
THE AUTHOR CONCLUDES THAT THE FIRST CONFLICT WILL NEVER BE RESOLVED. HE INDICATES THAT THE SECOND CONFLICT, CAUSED BY POLICE INSTITUTIONAL INADEQUACIES, SUCH AS LITTLE OR NO FORMAL TRAINING AND INABILITY TO EFFECTIVELY RESPOND TO THE RAPIDLY RISING CRIME RATE, MAY BE SOLUBLE THROUGH INCREASED POLICE RESEARCH AND TRAINING FACILITATED BY LEAA. TO SOLVE THE THIRD CONFLICT (BETWEEN THE CRIME FIGHTING AND SOCIAL SERVICE ROLES OF THE POLICE), THE AUTHOR PROPOSES WHAT HE CALLS 'THE HIERARCHICAL CONCEPT OF THE POLICE ROLE' - REGARDING THE POLICE ROLE AS A HIERARCHY OF SUB-ROLES OF WHICH CRIME FIGHTING AND SOCIAL SERVICE ARE ONLY TWO OF SEVERAL. TO IMPLEMENT THIS CONCEPT, THE AUTHOR RECOMMENDS THE USE OF TEAM POLICING, IN WHICH THE TEAM WOULD BE COMPRISED OF A POLICE OFFICER AND A CIVILIAN PROFESSIONAL IN THE SOCIAL SCIENCES.
