This report assists collaborating organizations in anticipating and addressing the most common challenges associated with multi-agency performance management systems.
Abstract
The report's first section, "Getting Started," provides practical advice about launching such a system, with attention to clarifying the purpose of the collaboration and of the data that must be collected in order to measure performance related to this purpose. Also involved in the start-up is the selection of a system to use and conducting initial staff training. The second section, "Making It Work," suggests strategies for assisting partners in working together in collecting accurate and complete data. The third section, "Using Data to Improve the Initiative," explains how data from multiple agencies can be "minded" and used to strengthen programming. The concluding section, "Sustaining the System," provides suggestions for ensuring that a multi-agency data-collection effort functions well over time. This report draws on the experience of Public/Private Ventures in evaluating and managing a range of multi-agency initiatives that developed and used electronic data systems.
