A total of 9,565 unusual incidents involving inmates occurred in New York in 1992; the rate of unusual incidents was 156.2 per 1,000 inmates.
Abstract
The annualized rate of unusual incidents was 187.7 incidents per 1,000 inmates at maximum-security facilities, 74.1 at medium-security facilities, 659.9 at minimum- security facilities, 41.5 at minimum-shock facilities, and 88.9 at minimum camps. Of 310 inmate deaths reported in 1992, nine were suicides, four were homicides within facilities, and eight were homicides while inmates were on temporary release. Inmates used a weapon in 25.3 percent of the unusual incidents, but the use of weapons in unusual incidents declined in 1992. The number of unusual incidents involving inmate assaults on staff totaled 1,014; the annualized rate for all facilities was 16.6 incidents per 1,000 inmates. For 1,241 unusual incidents involving inmate assaults on inmates, the annualized rate for all facilities was 20.3 incidents per 1,000 inmates. During 1992, 11.8 percent of staff involved in unusual incidents sustained at least a minor injury. Procedures used to calculate annualized rates of unusual incidents are noted in an appendix.
