This paper describes the deliberations of the United States Advisory Board on Child Abuse and Neglect that led to its September 1991 recommendation that the Federal Government immediately begin phasing a national universal home visiting program for children during the neonatal period.
Abstract
The Board is a 15-member, multidisciplinary group with professional and lay members from public and private sectors. The Board believes that such home visiting can be an effective strategy in preventing child abuse and neglect. The deliberations preceding this recommendation demonstrate that initiatives for home visiting programs are often the result of a mix of political and social considerations and judgments, as well as knowledge gained from the experience and evaluation of such programs.
