This manual contains amendments to sentencing guidelines effective November 1, 1990 and incorporates all previous guideline amendments promulgated by the Sentencing Commission.
Abstract
The manual is divided into seven chapters, with component parts as indicated: (1) Introduction and General Application Principles; (2) Offenses involving: Persons; Property; Public Officials; Drugs; Criminal Enterprises and Racketeering; Fraud or Deceit; Prostitution, Sexual Exploitation of Minors, Obscenity; Individual Rights; Administration of Justice; Immigration, Naturalization, Passports; National Defense; Food, Drugs, Agricultural Products, Odometer Laws; Prisons and Correctional Facilities; Antitrust; Money Laundering and Monetary Transaction Reporting; Taxation; Conspiracies, Attempts, Solicitations; Aiding and Abetting; Accessory After the Fact; Misprision of Felony; (3) Adjustments; (4) Criminal History and Criminal Livelihood; (5) Determining the Sentence; (6) Sentencing Procedures and Plea Agreements; and (7) Violations of Probation and Supervised Release. An appendix presents the amendments to the guidelines, policy statements, and official commentary promulgated since issuance of the Guidelines Manual of October 1987. The amendments correct clerical and typographical errors, clarify, explain and amend guidelines.
