THE SUGGESTED APPROACH BY THE UNITED STATES, AS STATED IN DRAFT DOCUMENT L.850, FOR COMBATING TERRORISM IS OUTLINED; THE ROLE OF THE UNITED NATIONS IN EFFECTING SOLUTIONS IS EMPHASIZED.
Abstract
THE UNITED STATES IS CONVINCED THAT ACTION RATHER THAN WORDS MUST BE TAKEN WITH RESPECT TO INTERNATIONAL TERRORISM. IF THE UNITED NATIONS (UN) IS TO BE RELEVANT TO TODAY'S WORLD NEEDS, IT MUST SEEK REASONABLE COMPROMISES ON ISSUES OF URGENCY EVEN THOUGH APPROACHES TO SUCH ISSUES MAY BE GREATLY DIVERGENT. ONE ACTION WHICH SHOULD BE TAKEN NOW IS THE RATIFICATION OF EXISTING CONVENTIONS THAT DEAL WITH VARIOUS ASPECTS OF THE PROBLEM BY ALL STATES. ANOTHER CONCRETE MEASURE IS THE ADOPTION OF A CONVENTION DEALING WITH THE SPREAD OF INTERNATIONAL TERRORISM TO THIRD WORLD COUNTRIES. IN ADDITION, THE UN SHOULD FOCUS ON THE EPIDEMIC SPREAD OF VIOLENCE TO INNOCENT PARTIES. MEASURES SHOULD BE TAILORED TO DEAL WITH INTERNATIONAL TERRORISM IN SUCH A WAY AS NOT TO RESTRICT THE LEGITIMATE ASPIRATIONS OF ALL PEOPLE TO EQUAL RIGHTS AND SELF-DETERMINATION. A BASIC MECHANISM TO BE EMPLOYED IN THE FORMULATION OF MEASURES IS THAT OF REQUIRING EXTRADITION OR PROSECUTION OF THE ALLEGED OFFENDER. THE MOST SERIOUS CRIMINAL THREATS SHOULD BE CONSIDERED FIRST.
