At its 1990 Congress on the Prevention of Crime and the Treatment of Offenders, the United Nations (UN) encouraged the continued development of strategies for implementing UN standards and guidelines related to crime prevention and criminal justice.
Abstract
The UN has determined that successful implementation of existing standards requires both national and international action. While many member states have successfully implemented UN standards and guidelines, some countries have experienced obstacles; the UN has ways of helping these countries implement criminal justice standards and guidelines. Existing UN standards pertain to prisoner treatment, judicial independence, juvenile justice administration, conduct of law enforcement officials, victimization and victim protection, and capital punishment. Measures for enhancing the implementation of existing standards are examined, and the role of the UN Committee on Crime Prevention and Control is discussed. The importance of technical cooperation among member states in the context of human rights and political and socioeconomic changes is stressed. New standards and model treaties of the UN are noted that focus on police use of force, the role of lawyers and prosecutors, prisoner treatment, and prisoner transfer. 36 notes
