AN INTERNATIONAL CODE OF ETHICS FOR POLICE, DEVELOPED BY THE ECONOMIC AND SOCIAL COUNCIL OF THE UNITED NATIONS, IS REPRINTED. IT WAS SUBMITTED TO THE GENERAL ASSEMBLY DURING THE 33RD SESSION, HELD IN 1978.
Abstract
THE CODE EMPHASIZES THE DUTY OF THE POLICE TO BE ACCOUNTABLE TO THE CITIZENS SERVED AND THE OBLIGATION OF THE POLICE TO DISCHARGE THEIR DUTIES IN A FAIR, HUMANE MANNER. SPECIFIC ARTICLES COVER HUMAN RIGHTS, THE DUTY OF THE POLICE TO OBSERVE HUMAN RIGHTS DURING PERIODS OF INTERNAL STRESS, THE OBLIGATION OF POLICE TO AVOID BRUTALITY AND EXCESSIVE FORCE, AND THE NECESSITY FOR MUTUAL RESPECT ON THE PART OF BOTH POLICE AND PUBLIC. A SPECIAL ARTICLE DEALS WITH POLICE TORTURE. ANOTHER ARTICLE SPELLS OUT THE RIGHT OF A PERSON IN CUSTODY TO MEDICAL CARE. WHERE APPLICABLE, PREVIOUS UNITED NATIONS DOCUMENTS RELATING TO HUMAN RIGHTS ARE CITED. THE FINAL SECTION DEALS WITH BRIBERY AND CORRUPTION.
