This article examines the restructuring of the United Nations Crime Prevention and Criminal Justice Program to render it better able to cope with the increasing problem of criminality, especially in its transnational forms and dimensions.
Abstract
The restructuring of the United Nations Crime Prevention and Criminal Justice Program was prompted by three main considerations: (1) greater involvement by member states in the development and implementation of policy; (2) a more practical orientation for the program, shifting its focus from a largely resolution-oriented approach to task-oriented activities; and (3) a program structure commensurate with the international community's desire to intensify international cooperation in crime prevention and criminal justice. The article describes the composition, goals, and functions of the organizations that will pursue the aims of the restructured program: (1) Crime Commission; (2) Crime Congress; (3) Secretariat; (4) Advisory Services; and (5) Institutes. There are several sections on cooperation with other United Nations entities, and the role of nongovernmental organizations. There are two annexes: (1) United Nations Standards, Norms, Guidelines and Model Treaties in Crime Prevention and Criminal Justice; and (2) Crime Prevention and Criminal Justice Network. Footnotes
