These standards reflect the principles adhered to by the Correctional Service of Canada in its policies and strategies on correctional operations and specifically on the successful functioning of unit management.
Abstract
The nine principles of correctional operations were adopted by the Service and are applied in every institution regardless of the facility's management model. The principles state there will be meaningful interaction between teams of staff members and groups of inmates; there will be an integration of case management, program functions, and security in the role of team staff members; and there will be staff participation in the facility's decision-making process at the lowest level possible. Furthermore, individuals and groups will be held responsible for their decision and actions. The principles strive to ensure positive communication between management and staff. An excluded manager will be in charge of the institution during times of major inmate activity, a correctional officer's primary place of work will be in the areas of inmate activity, there will be consistency in the application of operations within and between institutions, and there will be a single and consistent model for operations in all Canadian correctional facilities. Specific goals and objectives for the attainment of these principles are described in this document which also outlines the organizational structure of unit management, the roles and responsibilities of unit management positions, operational unit standards, and unit management resource standards. 2 appendixes.
