A FORM DESIGNED TO ASSIST POLICE DEPARTMENT IN DESIGNATING CAPABILITIES AND ITEMS REQUIRED ON VEHICLES TO BE PURCHASED AND USED IN LAW ENFORCEMENT WORK IS PROVIDED.
Abstract
THE PURPOSE OF THE UNIFORM POLICE VEHICLE SPECIFICATIONS IS TO SECURE THE GENERAL ACCEPTANCE AND USE OF A STANDARDIZED FORMAT IN ORDERING POLICE VEHICLES BY LAW ENFORCEMENT AGENCIES AND THEIR PROCUREMENT DEPARTMENTS. THE ADOPTION AND USE OF SUCH A STANDARD FORMAT WILL ASSIST AND GUIDE THE DEPARTMENTS IN SECURING THE BEST EQUIPMENT AVAILABLE. THE FORMAT FOR THE UNIFORM POLICE VEHICLE SPECIFICATIONS WAS DEVELOPED UNDER THE FOLLOWING GUIDELINES: BE USABLE BY ALL DEPARTMENTS; ELIMINATE THE USE OF TERMS TOO TECHNICAL FOR THE AVERAGE LAYMAN; MEET ALL OF A DEPARTMENT'S SPECIAL REQUIREMENTS; BE EASY TO UNDERSTAND AND COMPLETE; BE ADAPTABLE TO AS MANY TYPES OF VEHICLES AND EQUIPMENT AS POSSIBLE; BE SUFFICIENT TO SECURE THE BEST VEHICLE AND EQUIPMENT DESIRED AND AVAILABLE. THE INDIVIDUAL DEPARTMENT OR AGENCY USING THE UNIFORM POLICE VEHICLE SPECIFICATIONS HAS THE FLEXIBILITY TO SELECT THE TYPE OF EQUIPMENT REQUIRED. THE SPECIFICATION IS COMPLETED BY INSERTING INDIVIDUAL AGENCY REQUIREMENTS IN THE APPROPRIATE SPACES AND SELECTING FROM THE MULTIPLE CHOICE OPTIONS. SPECIFIC VEHICLE TESTS FOR ROADABILITY AND BRAKES, AND SPECIFICATIONS FOR SPEEDOMETER CABLE AND VASCAR HOUSING INSTALLATIONS MAY BE ATTACHED IF DESIRED. ALSO INCLUDED IS A QUESTIONNAIRE TO BE COMPLETED BY COMPETING BIDDERS TO FACILITATE DETERMINATION OF LOW BIDDER, VEHICLE BEING BID ON, AND ANY EXCEPTIONS TO THE SPECIFICATION.
