THE ADVANTAGES OF REFERENCING CERTAIN OF THE UL ALARM SYSTEM STANDARDS IN THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE MODEL CODE ON BURGLAR AND HOLDUP ALARM SYSTEMS ARE DISCUSSED.
Abstract
THE FIRST ADVANTAGE OF THIS ARRANGEMENT NOTED BY THE AUTHOR IS THAT A SINGLE NATIONALLY RECOGNIZED STANDARD IS FAR EASIER TO UNDERSTAND AND CONFORM TO THAN A COLLECTION OF SEPARATELY ENACTED REGULATIONS. SECOND, THE AUTHOR STATES THAT USING UL STANDARDS WILL AVOID THE NEED TO PARAPHRASE REQUIREMENTS OR EXTRACT MATERIAL FROM OTHER SOURCES, WHICH CAN LEAD TO SERIOUS OMISSIONS AND CHANGES IN MEANINGS. OTHER ADVANTAGES ARE THAT THE UL-ANSI STANDARDS CAN BE READILY OBTAINED AND CONTAIN REQUIREMENTS ALREADY FAMILIAR TO THE INDUSTRY; THAT THE STANDARDS ARE PART OF A WELL ORGANIZED SYSTEM FOR REVIEW AND UPDATE; THAT A MECHANISM IS ALREADY AVAILABLE FOR DETERMINING COMPLIANCE WITH THESE STANDARDS; AND FINALLY, THAT THERE IS A UNIFORM MEANS OF IDENTIFICATION WHICH INCLUDES ANNUAL DIRECTORIES WITH QUARTERLY SUPPLEMENTS, A LISTING CARD SERVICE AND CERTIFICATES, WIDELY RECOGNIZED AND CROSS REFERENCED BY OTHER ORGANIZATIONS AND AGENCIES.
