This report on citizen complaints to the ombudsman for King County, Washington covers the period from September through December 1990.
Abstract
During this period, approximately 4,000 citizens contacted the ombudsman office for assistance compared to approximately 4,200 citizen contacts for the same reporting period last year. Complaints are listed by agency and encompass the following agencies: adult detention; assessments; executive administration; health; housing authority; human resource management; human service; parks, planning, and resources; public safety; public works; and youth services. Jail complaints during the period remained about the same as the previous year at 1,857. The report covers all case dispositions during the period, even though the case may have been initiated during the previous period. Cases initiated during the reporting period but remaining open are also indicated. Information for each case covers agency division or section, council district, complaint number, the nature of the subject of the complaint, and the disposition. Some of the complaint areas regarding adult detention are an employee's questioning of disciplinary action, a delay in resolving conditions for an employee to return to work, a delay in inmate reclassification, a questioning of personnel procedures and inappropriate officer conduct, a questioning of hiring selection practices, and lack of officer response to an inmate's request for medical attention.
