The United Nations surveyed crime trends, criminal justice system operation, and crime prevention strategies for the 1970-1985 period.
Abstract
Of 78 survey questionnaires returned from countries, between 47 and 63 could be used. Questionnaire responses provided information on trends in recorded crime and regional variations. Data were also obtained on the criminal justice process (offender characteristics, offender processing, imprisonment, and criminal justice resources) and on the recruitment, training, and functions of criminal justice agency staff (police, prosecutors, judiciary, correctional personnel, noncustodial personnel, and volunteers). In addition, information was collected on direct and indirect crime prevention strategies, community participation in crime prevention, and criminal justice planning. Links between socioeconomic changes and crime and the costs of crime were assessed. Findings showed that the incidence of recorded crime increased during the survey period and that changes in the dynamics of both criminality and criminal justice processes pose problems for those involved in the administration of justice.
