This essay focuses on the theme of change that runs through various avenues of police reform in the next century that are articulated in three books on problem-oriented policing, policing domestic violence, and police use of excessive force.
Abstract
Authors of the three books are Herman Goldstein, Lawrence Sherman, Jerome Skolnick, and James Fyfe. Comments are offered on the observations and arguments of each book, with emphasis on such issues as progressive reform, the science of policing, the legal context of policing, and police organizations and their environments. A framework is suggested for evaluating the larger implications of change advocated by the three books. 42 references and 11 notes
