This report provides the responses to a survey on ways to transform the management of young adults in custody in the United Kingdom.
Abstract
This report from the United Kingdom Ministry of Justice provides the responses to a survey on ways to transform the management of young adults in custody in that country. The survey was conducted to obtain the views of service providers in the criminal justice system, the judiciary, voluntary and community organizations, families of young adults in custody, and all those with an interest in young adults in custody. The paper begins with an overview on the current policies in use for managing young adults in custody in the United Kingdom. Current research indicates that these policies have not been effective at supporting the successful return of these young adults to their communities. This paper discusses a proposal that would provide officials with more flexibility for managing the population of young adult offenders. This is followed by the responses received to questions dealing with ways to improve the management of these young people that include the proposal of a new policy to accommodate young adults in mixed institutions with other adults, what factors should be considered in implementing this new policy, how should these young adults be allocated to adult institutions while ensuring their safety, what additional measures should be taken deal with other issues such as drug use, and what other steps can be taken to support the effective transition of young adults from the juvenile system into the adult system.
