Issues surrounding changes within European Border Control policies and police cooperation are discussed.
Abstract
This short paper discusses the following three trends in policing in Europe: the process of Europeanisation of policing systems towards cooperation and integration on both horizontal and vertical levels; the process of increasing common border incorporation; and the general enhancement of a control society. The author argues that these three trends are necessary; however he urges that such measures of compensation should not be overprotective to the extent of creating a significant increase in what is termed a control society and a consequent restriction in civil liberties in excess of the threats being posed. Included in the discussion are the Schengen Treaties as the basic model for police cooperation in Europe, ICPO-Interpol, Europol, the process of Europeanisation, the National Criminal Intelligence Service (NCSI), and border controls.
