This document is intended to specify drug policies that should be adopted in every jurisdiction and to establish a planning process that ensures that law enforcement and prosecuting agencies throughout the country coordinate their efforts to have the greatest possible impact on the drug problem in the United States.
Abstract
The guidelines use ideas from programs of State and local agencies and emphasize the need for the combined efforts of law enforcement, judges, educators, health care providers, parents, community groups, tenant associations, the media, religious institutions, and the business community. They recommend drug laws that include enhanced punishment for targeted offenders, protection of children and schools, user accountability, juvenile accountability, seizure and forfeiture of assets and proceeds, information gathering, and forensic laboratory analysis. Complementary State and local efforts, a national drug law enforcement planning and evaluation process, and additional actions are also recommended.
