THE TREND TOWARDS COMMUNITY-BASED CORRECTIONS APPEARS TO HAVE ITS BASIS IN THE ANTI-PRISON MOVEMENT, HOWEVER THE FAILURE TO REHABILITATE IN PRISONS OR IN THE COMMUNITY RAISES QUESTIONS ABOUT THE GOAL OF REHABILITATION ITSELF.
Abstract
WHILE DIVERSION INTO COMMUNITY ALTERNATIVES APPEARS MORE HUMANE THAN SUBSEQUENT INCARCERATION, IT MAY INCREASE RECIDIVISM RISKS FOR THOSE LEFT IN PRISON DUE TO SELECTION OF ONLY GOOD-RISK OFFENDERS AND LEAD TO GREATER SOCIAL CONTROL OVER CITIZENS' LIVES IN THE NAME OF REHABILITATION. IN ADDITION, BY DEVELOPING COMMUNITY ALTERNATIVES ATTENTION IS DIVERTED FROM MORE FUNDAMENTAL CHANGES IN THE CRIMINAL JUSTICE SYSTEM SPECIFICALLY, AND SOCIETY IN GENERAL, SUCH AS OVERCRIMINALIZATION IN SUCH AREAS AS PORNOGRAPHY AND ILLICIT DRUGS AND CRIMINOGENIC CONDITIONS IN SOCIETY, INCLUDING STRUCTURED INEQUALITY AND COMMUNITY TOLERANCE OF WHITE COLLAR CRIMES. --SUMMARY IN FRENCH....ELW
