In an ongoing effort to provide resources and technical assistance to State and local service providers, this workbook is designed to assist grantees under Title V delinquency prevention programs in evaluating program effectiveness.
Abstract
The workbook provides information and resource aids on program planning, conducting evaluations, tracking programs, describing activities, monitoring risk factor data, performing analyses, and measuring outcomes and performance indicators. It is not a prescriptive evaluation tool but rather a guide that includes instructions and data-gathering forms that enable communities to assess their delinquency prevention program outcomes. The overall evaluation design used is a pre/post test design. The workbook is organized in three units, each with a different focus on program effort. Unit 1, "The Initiative" will help program administrators take stock of the community mobilization, prevention planning and decisionmaking, and program implementation efforts that occurred prior to receiving the grant award, as well as those that occur during the grant period. Unit 2, "Programs and Projects," focuses on the various service delivery programs and systems change projects undertaken in the community as part of the overall initiative. Both process and outcome evaluation questions are included. Unit 3, "Risk Factor Tracking," is designed to help programs evaluate the impact of the program as a whole by tracking the changes over time in the indicators of risk and prevalence of juvenile problem behaviors in the community. Appended risk factors and sample indicators, as well as sample evaluation forms
