This document describes the preliminary recommendation for the development of a framework for regional criminal intelligence-sharing nodes for social media companies to identify the appropriate flow and destination of threat to life reports

Abstract

This document is part of the Threats to Life (TTL) Initiative and aims to help social media companies overcome difficulties of reporting online threats to the appropriate law enforcement agencies. This document provides background describing the problem faced by social media companies and synthesizes the findings that the Social Media Subgroup has determined from their assessment of gaps in information sharing to create a sustainable model for TTL reporting, triage, analysis, dissemination, and feedback. The document presents Social Media Subgroup recommendations; an overview of the distributive regional model for submitting TTL reports; requirements and capabilities of primary and secondary entities; and an appendix listing Federal Bureau of Investigation (FBI) field offices, state, local, tribal, or territorial (SLTT) partner agencies, and the general categories that a majority of dual-routed TTLs fall into.
