GENERAL SUCCESS IS INDICATED FOR THE TIOGA COMMUNITY YOUTH COUNCIL (TCYC), AN ALTERNATIVE EDUCATIONAL EXPERIENCE FOR 100 HIGH SCHOOL STUDENTS CLASSED AS DISRUPTIVE OR BEING POTENTIAL DROPOUTS.
Abstract
IN ADDITION TO AN EDUCATIONAL PROGRAM, TCYC OFFERS AN AFTER-SCHOOL PROGRAM OF FORMAL AND INFORMAL WORKSHOPS, COUNSELING PROGRAMS, AND RECREATIONAL ACTIVITIES. THE PROGRAM'S EDUCATIONAL PHILOSOPHY INCLUDES THE BELIEF THAT 'DISRUPTIVE, BLACK, TEENAGE YOUTHS' NEED A STRONG AUTHORITY FIGURE; TCYC MUST NOW DECIDE WHERE TO DRAW THE LINE BETWEEN AN AUTHORITARIAN PRESENCE (A ROLE NOW FILLED MAINLY BY THE EXECUTIVE DIRECTOR) AND IMPOSING ON THE STUDENTS THE RESPONSIBILITY FOR THEIR OWN BEHAVIOR. A SURVEY OF STUDENT, PARENT AND COMMUNITY ACCEPTANCE IS REPORTED ALONG WITH RECOMMENDATIONS PERTAINING TO SUCH THINGS AS ADMINISTRATIVE STYLE, ATTENDANCE REQUIREMENTS, DIAGNOSTIC TESTING, EDUCATIONAL GOAL-SETTING, AND STUDENT FOLLOW-UP.
