This article proposes a three-tiered approach to rehabilitating sexual offenders incarcerated in Canadian penitentiaries.
Abstract
The first tier would consist of intensive treatment for moderate to high risk sex offenders in maximum or medium security levels within a separate facility housing only sex offenders. Targets in the treatment program at Tier 1 would involve cognitive distortions, inappropriate attitudes, sexual issues, social competence, lifestyle problems, and training in relapse prevention. The second tier would serve graduates of Tier 1 and low-risk sex offenders and would be provided in a minimum-security section of the same facility. In Tier 2, offenders would continue to work toward the modification of inappropriate cognitive process and the development of sound release and relapse prevention strategies. Upon their release from prison, offenders would enter Tier 3 for follow-up and further treatment to be provided in the community. Tier 3 management would be designed to help the offender overcome setbacks in the community and identify and deal with any factors that continue to put him at risk. 46 references
