In this discussion of management and leadership, the author argues that leadership is the more critical quality in transforming the British police service into a regenerated body capable of responding to the demands made of it and enjoying full public support.
Abstract
While management refers to the efficient utilization of resources in pursuit of an objective, leadership is the vision needed to see where the organization should be going in a complex and uncertain environment. While managers are concerned with maintenance or incremental change, leaders are invariably dissatisfied with the status quo. Good managers and good leaders recognize that they need each other to balance pragmatism and inspiration. Changes in legislation, crime patterns, and public expectations place great demands for leadership on the police force. The key challenge for the police service in the next decade will be to become a more open, responsive profession providing an improved quality of service to the public while maintaining the highest standards of integrity and probity. This type of large-scale change can only occur within a transformation of the police culture. 9 notes and 12 references
