This manual provides building owners and employees with information for saving energy and related costs through implementation of maintenance and operating procedures and energy conservation measures which provide a quick return on the investment.
Abstract
In addition, the manual includes all forms and supplementary data necessary to complete the full range of the 1978 National Energy Conservation Policy Act (NECPA) requirements and to apply for Technical Assistance and Energy Conservation Measures grants. The first two sections present general reference material which covers the background and purpose of the NECPA, the energy audit, and a summary of the major procedures and activities of the Federal regulations and the State program. The energy management chapter tells how to organize efforts to save energy, how to record and understand building energy consumption data, how to understand the benefits in saving energy, and how to develop a comprehensive energy management plan for the institution. Next, detailed explanations are given of how and why various equipment and features of a building consume energy and how waste can be minimized. A section on solar applications briefly describes passive and active solar opportunities, while a section on solar and weather data provides data on heating and cooling degree days, solar insulation, wind speed, and recent historical weather data for use in preparing the energy audit form. The final section contains all necessary forms and instructions, as well as examples to assist institutions in filling out each item. All sections are tabbed for quick, easy reference. Charts, graphs, tables, and footnotes are provided. The appendix contains copies of blank forms, a glossary of energy terms, and the energy conversion factors used for the NECPA program.
