Police and security agencies in the Netherlands must deal with terrorist apologists and sympathizers who use the country as a base for operations conducted within the country and elsewhere.
Abstract
Terrorist attacks have been committed within or prepared from Dutch territory since the early seventies, when radicalized Moluccan youths presented a temporary threat. Now, although the terrorist problem is not as grave as in other European countries, conditions for terrorist operations exist: an increasing number of sympathizers who can provide safehouses, money, and documentation; media coverage; a hardcore of committed activists who operate on an irregular basis and use violence; and international contacts of domestic groups committed to or sympathizing with terrorism. Foreign terrorists frequently use Dutch territory to 'disappear' for a while or to plan attacks in neighboring countries. Dutch authorities have both implemented a policy of dialog and integration, and penetrated terrorist groups and exchanged information with foreign security services involved in counterterrorism. 22 footnotes.
