Abstract
Three chapters provide a perspective on terrorism. The definitions and crucial components of terrorism are first addressed. The concept of terrorism developed focuses on a legal, operational definition applicable to terrorist acts, rather than to the individuals, groups, or states that execute such acts. The second chapter chronicles the history of terrorism, showing it to be an ancient behavioral tactic by discontented individuals and groups. Contemporary terrorism is contrasted with the terrorism of previous generations. In the third chapter, terrorism as ideologically based violence is analyzed, with attention to the ethical issues involved in using violence against innocent citizens to pursue a laudable goal. Four chapters that profile terrorists and their tactics develop a description of the typical terrorists, examine terrorism by states, consider the institutionalization and cooperation of terrorist groups, and address the tactics and weapons of terrorist groups. Four chapters on responses to terrorism discuss legal perspectives on terrorism, the use of special counterterrorism forces, the use of domestic law and intelligence to counter terrorism, and security measures against terrorism. The concluding chapter analyzes future trends in terrorism. Evaluation sections at the end of each chapter challenge readers to apply their understanding to current issues and events.
