This paper presents excerpts from the 1986 report issued by the Vice President's Task Force on Combating Terrorism that relate to intelligence, along with comments by The Nathan Hale Institute.
Abstract
Relevant excerpts from the report's findings address managing terrorist incidents, U.S. resources for combating terrorism, Federal agencies' roles, considerations in determining responses, intelligence, and potential legislation. Among the task force's recommendations was emphasis on increased intelligence gathering. Specific suggestions in this area include establishing a consolidated Intelligence Center on Terrorism, increasing the collection of human intelligence, and exchanging intelligence between governments. Legislative recommendations pertaining to intelligence include forming a Joint Committee on Intelligence and stopping terrorist abuse of the Freedom of Information Act. An appendix lists various activities of Federal agencies and departments with major responsibilities to combat terrorism: Department of Justice, Department of Defense, Central Intelligence Agency, Department of the Treasury, and interagency working groups.
