DESCRIPTION AND EVALUATION OF THE OPERATION OF THE FIRST THREE YEARS OF THIS YOUTH SERVICES BUREAU WHICH OFFERS A MULTI-DIMENSIONAL APPROACH TO THE PROBLEMS OF PRE-DELINQUENT AND DELINQUENT YOUTH.
Abstract
SERVICES ARE ALSO PROVIDED TO YOUTHS EXPERIENCING EITHER BEHAVIORAL OR ADJUSTMENT DIFFICULTIES IN THE COMMUNITY. THE EVOLUTION OF THIS PROGRAM IS DESCRIBED IN A YEAR BY YEAR EVALUATION OF PROGRAM COMPONENTS AND OPERATIONS. THE FIRST YEAR'S PROGRAM CENTERED AROUND A DROP-IN CENTER AND LOCAL OUTREACH PROGRAMS; THE SECOND YEAR FOCUSED ON DEVELOPING AND IMPROVING SYSTEMS (POLICE, PROBATION, SCHOOLS, COMMUNITY) NEEDED TO WORK WITH PREDELINQUENT AND DELINQUENT YOUTH. AFTER THREE YEARS THE PROGRAM DEVELOPED INTO A MULTI-DIMENSIONAL SERVICE HAVING FIVE COMPONENTS: DEVELOPMENTAL PROGRAMS, REHABILITATIVE PROGRAMS, SYSTEMS PROGRAMS, TRAINING AND CONSULTATIVE PROGRAMS, TRAINING AND CONSULTATION PROGRAMS, AND CITY AND REGIONAL PLANNING PROGRAMS. THE DIFFERENT ELEMENTS OF EACH OF THESE COMPONENTS ARE DESCRIBED AND EVALUATED. THE ORIGINAL PROGRAMS, FUNDED FOR THREE YEARS BY LEAA, IS BEING CONTINUED WITH THE SUPPORT OF THE UNITED WAY, THE NEW HAVEN FOUNDATION, COMMUNITY DEVELOPMENT ACT FUNDS, AND PURCHASE OF SERVICE FUNDS THROUGH THE YOUTH SERVICE BUREAU.
