This report is a summary of the activity of the Technical Assistance Resource Center project during its 18 months of operation. The project aimed to offer technical assistance to planning agencies and personnel in 10 States, Puerto Rico, and the Virgin Islands.
Abstract
The project was intended to assist the client group to perform evaluation, monitoring, analysis, planning, program development, and management functions. Over the time period of the project, 143 technical assistance delivery episodes took place to 149 agencies. The average number of deliveries per quarter was 24, for a monthly average of 8. Attempts were made through newsletters and personal contacts to let each jurisdiction become aware of the possibility of receiving services. Three States -- Florida, North Carolina, and Virginia -- accounted for 65 percent of all agencies receiving deliveries. Of the 149 agencies receiving assistance, 57 (38 percent) were criminal justice planning agencies and 82 (55 percent) were operational agencies. Of the 143 delivery episodes, 64 (45 percent) involved evaluation, 42 (29 percent) involved planning, and 20 percent involved crime analysis. The most common mode of delivery was via telephone, followed by onsite delivery. The project appeared to have succeeded in its mission to provide high quality, cost-effective assistance to the agencies that requested service. Graphs and tables illustrate the results.
