The author considers the emphasis of the recent Green Paper, Punishment, Custody and Community, on community-based punishments and the implications of this for the probation service.
Abstract
She argues that, although the probation service is now concerned about this policy it has nevertheless contributed to it. She concludes that lack of confidence in rehabilitation has made the service vulnerable to co-option into the punishment movement and that only explicitly rehabilitative goals can preserve rehabilitative practice. 1 note and 29 references.
